WEMIX statement to recent investment warning from DAXA
Hello, this is WEMIX Team.
First of all, we would like to apologize for the increased anxiety towards WEMIX holders as the October 27th WEMIX has been designated as an Investment warning on four major exchanges(Bithumb, Upbit, Korbit, Coinone) in Korea.
1. Elucidation of the reasons for Investment warning designation
The reasons for Investment warning designation on exchanges are as follows.
(1) Mismatch between expected and actual circulating supply
(2) Lack of clear disclosure of transaction circulating supply
(1)-1 Difference between expected circulating supply(based on Upbit) and actual circulating supply
The WEMIX Team calculated the estimated circulating supply from December 31st, 2021 to October 31st, 2022 as a cumulative 245,966,797 WEMIX and submitted it to the exchange in early January 2022 (Upbit). It is expected to circulate 10 million WEMIX per month.
In fact, the most recent update on October 25th, 2022 was 318,421,502 WEMIX, resulting in a difference of about 72,454,705 WEMIX.
Here is the explanation for this matter.
(1)-1–1 Difference from the previous expectation
From the end of 2021, WEMIX ecosystem has expanded and its business model has evolved with the transition to the mainnet, and the WEMIX Team has worked with various partners to look forward to advanced development.
As more and more partners believe & participate in the future of WEMIX and the development of the ecosystem, a certain amount of WEMIX was inevitably supplied at each partnership/contract signing depending on the purpose or form of the cooperative model.
Accordingly, WEMIX Team maintained the estimate based on the total annual amount submitted to Upbit for some additional supplies of WEMIX, but wanted to solve the problem that the circulating supply may differ from the original estimate by accurately revealing the usage through our own announcement system.
In addition, the expected circulating supply notice posted on the exchange was notified in advance that “The relevant digital asset circulation plan data may change in the future business and blockchain industry environment.”.
It is important to operate according to the expected figures, but rather than being bound unconditionally, we have established the principle of providing accurate information in a timely manner through the disclosure of clear figures when inevitable differences arise for the development and evolution of the WEMIX ecosystem.
Therefore, the WEMIX Team promised to build its own announcement system and clearly announced where WEMIX was used. Through Medium and various community channels, major partnership news, investment contracts, and other major issues related to volume fluctuations have been announced from time to time, and WEMIX usage information has been provided through the publication of WEMIX Quarterly Reports.
It specifically revealed where WEMIX is used and where partners and investments are located.
However, we acknowledge that 1) there may be some time differences between WEMIX Quarterly report posting and real-time circulating supply, and 2) there was some insufficient update of the circulating supply of CoinMarketCap and communication with the exchanges. We plan to supplement this, and we will explain about excessive circulating supply below.
(1)-2 Excess amount compared to the previous expectation
(1)-2–1 Supply of WEMIX to the Liquidity pool for mainnet service : 25 million WEMIX
WEMIX3.0 mainnet was released on October 20th, 2022. As a result, 25 million WEMIX was used to provide a liquidity pool for Mainnet’s various services.

(1)-2–2 WEMIX Deposit for Borrowing : 35.8 million WEMIX
We promised not to liquidate WEMIX in the market, and so we have stopped liquidating since January. Instead, we are securing funds and investing in the ecosystem in various ways, including direct investment with WEMIX, WEMIX collateral, and the sale of WEMIX Block Deal.
WEMIX Foundation transferred 64 million WEMIX from the Reserve wallet on October 11th, 2022 and October 14th, 2022, and deposited 35.8 million WEMIX out of the 64 million WEMIX in DeFi Protocol called KOKOA Finance.
The remaining 27 million WEMIX are still being stored in Cold Wallet, which is not included in the circulating supply.
As a result, 35.8 million WEMIX is still deposited without being circulated or cashed into the market, and the WEMIX Team monitors 24/7 and manages the collateral to prevent liquidation.
In the Second WEMIX Quarterly Report, the amount of KOKOA Finance collateral was also listed in the WEMIX Quarterly Report, and this was scheduled to be recorded transparently in the next WEMIX Quarterly Report.
(1)-2–3 Use of WEMIX for ecosystem expansion & operation : 11,654,705 WEMIX
The excess circulating supply except for the deposit for mainnet swap pool supply and borrowing is 11,654,705 WEMIX, which was used for marketing, investment in ecosystem partners, and this part is detailed in the WEMIX Quarterly Report and will be clearly stated in the Fourth WEMIX Quarterly Report’.
(2) Lack of clear disclosure of Transaction circulating supply
The WEMIX Team thought that the deposited amount was not included in the circulating supply calculation because it was not circulating in the market, so at first, we did not recognize that there was a difference in the expected circulating supply amount.
Since then, we have confirmed that there is a disagreement with the exchanges, and we updated the CoinMarketCap figure on October 25th, 2022 by actively reflecting the exchanges’ opinion that this should be viewed as a circulating supply, and as a result, a total of 318,421,502 WEMIX circulating supply was updated.
As we explained in item (1) above, the WEMIX Team has clearly announced the use of WEMIX by dividing the detailed items under the principle of using WEMIX in strict compliance with the White paper.
However, there were cases where some time differences occurred while conducting WEMIX Quarterly Reports, and there were cases where the explanation of the volume transfer seen in the wallet was not immediately made.
We fully understand that these self-announcement systems could have been insufficient in the standards of concurrency expected by exchanges and communities.
Based on the lessons learned this time, we will do our best to improve and supplement internal systems and procedures so that more transparent and prompt announcements can be made, and we will explain the details of future countermeasures.
2. Future response & complementary measures
(1) WEMIX Custody
The WEMIX team will entrust all of the foundation’s holdings to a trusted third-party custodian.
We will entrust the entire volume to improve the predictability and transparency of WEMIX circulating supply. The custody process will also be conducted in close communication with the exchanges.
(2) Expected circulating supply update
We will update the estimated circulating supply of WEMIX by the period shared with the exchanges.
Also, the estimated circulating supply will be checked regularly to see if there are any differences from the current status, and if the plan needs to be changed, we will explain the clear reason for the plan change and the amount of change in advance to increase predictability.
In implementing this, we will actively utilize not only the WEMIX announcement system but also the exchange announcement and community guidance system.
(3) Disclosure system improvement
(3)-1 Disclosure prior to execution(at the time of contract) for all acts of increasing circulating supply
In the future, the WEMIX Team will disclose to all community channels and exchanges all actions to increase circulating supply to the market immediately after the contract is signed.
For each circulating supply change, we will specify the exact amount of circulating supply and the cause of it on the community channel, and we will immediately deliver the details to the exchanges.
(3)-2 Complementing & paralleling the self-disclosure system
We will further upgrade WEMIX’s self-announcement system to establish a complementary system that can thoroughly ensure timeliness and accuracy in addition to WEMIX Quarterly Reports publishing.
By checking and improving the current process, we will prevent occurring similar concerns in the market in advance, and we will strive to ensure a more firm and transparent announcement.
So far, The WEMIX Team has been working tirelessly for all participants who believe in the future and potential of the WEMIX ecosystem.
We humbly accept that there were some overlooks in the process of sprinting to create great results with an ecosystem expansion, and we will make up for the concerns that have been pointed out this time to show you the improvement.
We will do our best to remove the Investment warning designation as soon as possible.

1. 유의종목 지정 사유에 대한 소명
이번 거래소의 유의종목 지정 사유는 아래와 같습니다.
(1) 예상 유통량과 실제 유통량의 불일치
(2) 거래 유통량의 명확한 공시 부족
(1)-1 예상유통량(업비트의 유통량)과 실제 유통량의 차이
위믹스팀은 2021.12.31.부터 2022.10.31.까지의 예상유통량을 누적 245,966,797위믹스로 산정하여 2022년 1월 초 거래소에 제출한 바 있습니다(업비트). 월 1천만 위믹스를 유통할 것으로 예상한 것입니다.
실제 가장 최근 업데이트한 2022.10.25. 유통량은 318,421,502 위믹스로 약 72,454,705 위믹스의 차이가 발생하였습니다.
이에 대한 소명을 드리겠습니다.
(1)-1–1 기존 예상과 차이가 발생한 부분
2021년 말부터 위믹스의 생태계가 확장되고 메인넷 전환으로 사업모델이 진화하는 과정에서 위믹스 팀은 다양한 파트너들과 협력하며 더욱 발전적인 진화를 추구하게 되었습니다.
위믹스의 미래와 생태계의 발전을 믿고 참여하는 파트너들이 늘어나면서 파트너십/계약 체결시마다 협력 모델의 목적이나 형태에 따라 불가피하게 일정 물량의 위믹스가 추가로 공급되는 경우가 있었습니다.
이에, 위믹스팀은 위믹스 물량의 일부 추가 공급에 있어 업비트에 제출한 연간 총액 기준으로 예상치를 유지하되, 자체 공지시스템을 통해 사용처를 정확히 밝힘으로써 유통수량이 당초 예상과 부정기적으로 일부 차이가 날 수 있는 문제를 해결하고자 하였습니다.
또한 거래소에 게시한 예상 유통량 공지에 미리 “해당 디지털 자산 유통계획 자료는 향후 사업 및 블록체인 산업 환경 변화에 변동될 수 있음”을 미리 고지하였기 때문에,
예상수치에 맞는 운영도 중요하지만, 그에 무조건적으로 얽매이기 보다는 위믹스 생태계의 발전과 진화를 위해서 불가피하게 차이가 발생하는 경우에는 명확한 수치의 공개를 통해 정확한 정보를 적시에 제공한다는 원칙을 세우고 이를 철저히 준수해 왔던 것입니다.
따라서 위믹스팀은 자체 공지시스템 구축을 대대적으로 약속하고 위믹스가 어디에 사용되었는지를 명확하게 공지하고자 하였고, 미디엄 및 각종 커뮤니티 채널을 통해 주요 파트너십 체결 사안, 투자계약 체결 사안, 기타 물량 변동 관련 주요 사안을 수시로 공지하고, 매 분기보고서 발간을 통해 위믹스 사용 현황 정보를 제공해 왔습니다.
이를 통해 구체적으로 위믹스가 어디로 사용되고 파트너와 투자처가 어디인지 모두 상세하게 공개한 것입니다.
다만, 1) 분기보고서 게시와 실시간 유통량간에 일부 시간차가 존재할 수 있고 2) 코인마켓캡의 유통량 업데이트와 거래소와의 유기적인 커뮤니케이션에 다소 미흡함이 있었다는 점을 인정합니다. 이를 보완할 예정이며, 이하 유통량 초과분 발생에 대한 소명을 드리겠습니다.

(1)-2–1 메인넷 서비스를 위한 유동성 풀에 위믹스 공급 : 2,500만 위믹스
2022.10.20. 위믹스 메인넷 위믹스3.0이 출시되었습니다. 이에 따라, 2,500만 위믹스가 메인넷의 각종 서비스를 위한 유동성 풀 공급에 사용되었습니다.
현재 메인넷 explorer를 통해 해당 예치 풀을 확인하실 수 있습니다.

(1)-2–2 차입을 위해 위믹스 예치 : 3,580만 위믹스
위믹스를 시장에서 유동화 하지 않기로 약속하고, 지난 1월부터 시장을 통화 유동화를 중단한 상태입니다. 대신, 위믹스 직접 투자, 위믹스 담보 대출, 위믹스 블록딜 매각 등 다양한 방식으로 자금을 확보하고 생태계 투자를 진행하고 있습니다.
위믹스재단은 리저브지갑에서 2022.10.11. 및 2022.10.14. 두 차례에 걸쳐 6,400만개의 위믹스를 이전하였고, 위 6,400만개의 위믹스 중 3,580만 위믹스를 KOKOA Finance라는 DeFi Protocol에 예치하였습니다.
나머지 2,700만 위믹스는 콜드월렛에 계속 보관중이며, 이는 유통량에 포함되지 않는 물량입니다.
이로 인해 3,580만 위믹스는 시장으로 유통되거나 현금화 된 바 없이 여전히 예치되어 있는 상태이고, 위믹스 팀은 24시간 모니터링하며 해당 담보가 청산되지 않도록 관리하고 있습니다.
지난 2분기 보고서에서도 KOKOA Finance 담보 물량을 분기보고서에 기재했고, 다음 분기보고서에도 이 내용이 투명하게 기록될 예정이었습니다.
(1)-2–3 에코시스템 확장 및 운영을 위한 위믹스 사용 : 11,654,705위믹스
메인넷 스왑풀 공급 및 차입을 위한 예치를 제외한 초과 유통량은 11,654,705 위믹스이며, 이는 마케팅, 에코시스템 파트너들에 대한 투자 등으로 사용되었고 이 부분은 분기보고서에 세부 내용이 기재되어 있으며 4/4분기 분기보고서에 명확히 기재가 될 예정입니다.
(2) 거래 유통량의 명확한 공시 부족
위믹스팀은 예치되어 있는 물량은 시장에 유통되는 것이 아니므로 유통량 산정에 포함되지 않는다고 판단하여서, 초반에는 이와 관련하여 해당 물량 만큼의 예상유통량과 차이가 있다고 인지하지 못했습니다.
이후 이 부분에 관하여 거래소와의 의견차가 있음을 확인하였고 이를 유통량으로 보아야 한다는 거래소의 의견을 적극 반영하여 2022.10.25. 코인마켓캡 수치를 업데이트하였고 그 결과로 총 318,421,502 위믹스 유통량이 업데이트 되었습니다.
위(1)항목에서 설명드린 바 있듯이 위믹스팀은 백서를 엄격히 준수하여 위믹스를 사용한다는 내부 원칙 하에 ‘사용처’를 세부 항목을 나누어 명확하게 공지해 왔습니다.
다만 분기별 보고를 진행하다 보니 일부 시간차가 발생하는 경우가 있고, 지갑에서 보이는 물량 이동에 대한 설명이 즉각적으로 이루어지지 않는 경우가 있었음을 보았습니다.
이러한 자체 공지시스템이 거래소들과 커뮤니티가 기대하는 동시성의 기준에 비추어 미흡할 수 있었다는 점을 충분히 이해하였습니다.
이번에 얻은 교훈을 토대로 내부 제도와 절차를 개선, 보완하여 더욱 투명하고 신속한 공지가 이루어지도록 최선을 다하겠으며 이에 향후 대응 방안에 대한 상세 내용을 설명드리겠습니다.
2. 앞으로의 대응 및 보완책
(1) 위믹스 커스터디
위믹스팀은 재단 보유의 모든 물량을 신뢰할 수 있는 제3의 커스터디업체에 수탁할 예정입니다.
전체 물량을 수탁하여 위믹스 유통량의 예측가능성을 제고하고 투명성을 높이도록 하겠습니다. 커스터디 과정은 거래소들과도 긴밀하게 소통하여 진행할 예정입니다.
(2) 예상 유통량 업데이트
거래소와 공유하는 기간별 위믹스 예상 유통량을 업데이트 하겠습니다.
또한, 해당 예상 유통량은 정기적으로 점검하여 현황과 차이가 있는지 살피고 계획의 변경이 필요한 경우, 계획 변경의 명확한 사유와 변경되는 물량을 미리 설명하여 예측가능성을 높이겠습니다.
이를 이행함에 있어 위믹스 공지시스템 뿐만 아니라 거래소 공시 및 커뮤니티 안내 시스템을 모두 적극 활용하겠습니다.
(3) 상시 공시 강화 등 공시시스템 개선
(3)-1 유통량을 늘리는 모든 행위에 대해 실행 전(계약시점) 공시
위믹스 팀은 앞으로 시장에 유통량을 늘리는 모든 행위에 대해 모든 커뮤니티 채널 및 거래소에 실행 전, 계약 체결 직후에 공시토록 하겠습니다.
개별 유통 계기마다 정확한 유통 물량과 그 원인을 커뮤니티 채널에 적시하도록 하겠으며 거래소에도 세부 내용을 즉각적으로 전달하도록 하겠습니다.
(3)-2 자체 공시 체계 보완 및 병행
현재 위믹스의 자체 공지 시스템을 더욱 업그레이드하여 기존 분기보고서 발간 등에 더불어 수시 공지를 병행하면서 적시성과 정확성을 철저히 담보할 수 있는상호 보완적인 시스템을 구축하겠습니다.
현 프로세스의 점검과 개선을 통해 시장에서 이번과 유사한 우려가 발생하는 것을 사전에 방지할 것이며 더욱 더 견고하고 투명한 공지가 이루어지도록 노력하겠습니다.
